Oregon waterline improvements start on Starr, Navarre

        Construction of two waterline improvement projects are underway in Oregon.
        The Starr Avenue Extension Waterline Improvement Project started on March 23. It is expected to be completed by August. Construction is also underway on the Navarre Avenue Waterline Replacement – Phase I project, which is expected to be completed by December.
        Oregon City Council in February awarded a contract to Hillabrand & Sons Construction, LLC, Northwood, for the Starr Avenue Extension Waterline Improvement Project. It will consist of replacing about 5,300 feet of an 8-inch waterline on the south side of Starr Avenue Extension between Wynn and Stadium roads. The existing water service connections along Starr Avenue Extension will be connected to the new 8-inch waterline.
        The city received a low interest loan through the Ohio Environmental Protection Agency’s Water Supply Revolving Loan Account (WSRLA) for the design and construction of the project.
        During working hours, the contractor may close Starr Avenue Extension between Wynn and Stadium roads to through traffic and maintain one lane of traffic through the work area for locals. Due to the nature of the project, the city is asking motorists to avoid driving through the construction area as much as possible.
        Access to driveways along the south side of Starr Avenue Extension within the project work limits will be temporarily interrupted during some stages of the construction operation. The city and/or contractor will be notifying property owners directly if access to their driveway will be affected by the scheduled work.
        The contractor will be required to keep any necessary driveway closures to an absolute minimum. Driveways will be open during non-working hours unless otherwise notified. Emergency access to drives will be available at all times.
       
Navarre waterline
        Oregon awarded a construction contract to Speers Bros., Sandusky, for the Navarre Avenue Waterline Replacement Project – Phase 1. It starts west of Isaac Streets Drive to Lallendorf Road. The project improvements will occur within the existing public right-of-way or established easements with the following work occurring between these addresses:
        •2701 – 3111 Navarre: Lining of the existing local 8-inch waterline along the north side of Navarre  with new fire hydrants and new waterline extensions across Navarre to serve new fire hydrants along the south side of the road.
        •3165-3181 Navarre: Installation of a new 9-inch waterline along the north side of Navarre with new fire hydrants and waterline extensions across Navarre to serve new fire hydrants along the south side of the road;
        • Installation of a new 8-inch waterline on both the north and south sides of Navarre Avenue with new fire hydrants.
        Following all required testing, the existing water services serving all properties within the project limits will be connected to the new waterline as part of the project.
        The contractors of both projects will notify property owners in advance of any work that may affect access to the property or site utilities.
        The contractors contacted the Ohio Underground Protection Agency prior to digging to have underground utilities marked. The public utility companies will be marking their utilities as best as possible. Residents are asked to contact the city to note any underground sprinkler systems, drainage tiles, or buried utilities that may not be marked or marked improperly for both projects.
        The city hired full-time inspectors for the projects. The project inspectors will be available on each site to address any concern the public may have during construction.
