Oregon awards contract to repair waterline

        Oregon City Council on Monday approved paying Speer Bros., Inc., Sandusky, $39,995 to provide labor, materials and equipment for an emergency repair of an existing 24” raw waterline along Cedar Point Road.
        The city was required to perform an emergency repair to the existing 24” waterline along Cedar Point Road, which services Oregon Clean Energy (OCE).
        “We supply raw water from the lake to the Oregon Clean Energy power plant,” said Public Service Director Paul Roman. “In January we discovered the waterline that was installed five years ago had a leak in it on Cedar Point Road just East of Stadium. We knew we needed to make a repair. It does provide their cooling water. OCE informed us they had a planned shutdown in April, so we took advantage of that. We did the work the first week in April and it went very well.”
        Per the water supply contract between the city and OCE, OCE concurred with the 24” raw waterline repair by Speer Bros., Inc., and agreed to reimburse the city, on an ongoing basis, for all costs associated with the maintenance and repair of the raw water supply infrastructure.
        The Department of Public Service requested and received two quotes from Speer Bros., Inc., and Underground Utilities, Inc. It was determined that Speer Bros., Inc. had the best quote for the emergency repair work.
       
Navarre/Coy
        Also at the meeting, council approved an agreement with Greenman-Pederson, Inc., (GPI), Richfield, Ohio, to provide professional construction administration and inspection services for the Navarre/Coy Intersection Improvement Project for $192,608.
        “GPI was also the inspector and construction administration for the Seaman Road Bridge Project,” said Roman. “They have done a good job for us in the past and I’m sure they’ll do a great job on Navarre/Coy.”
        Oregon City Council passed an ordinance on April 8, 2019 to execute an agreement with the Ohio Department of Transportation (ODOT) and accept funding up to a maximum of $1,737, 276 from the Federal Highway Administration for implementing various safety improvements at the intersection of Navarre Avenue and Coy Road.
        Council passed an ordinance on October 26, 2020, to submit an application and execute contracts for approved funding from the Ohio Public Works Commission and received an $800,000 grant for the construction of the project.
        Roman requested qualification statements from consultants to provide professional construction administration and inspection services for the Navarre/Coy Intersection Improvement Project.
        A letter of interest with qualifications was received from American Structurepoint, Inc., Greenman-Pederson, Inc., and Mannik & Smith Group. Based on a complete review of their qualifications, Roman found Greenman-Pederson, Inc., to be the most qualified consultant for the project.
        Council agreed to sign an amendment with DGL Consulting Engineers, LLC, Maumee, for additional professional engineering services for the Navarre/Coy Intersection Improvements for $18,241.
        On April 22, 2019, council awarded a contract to DGL Consulting Engineers, LLC, to provide professional preliminary design and detailed design for the project for $238,983. On May 10, 2021, council awarded a contract to DGL Consulting Engineers, LLC, for additional professional engineering services due to revisions to the Coy Road Culvert in order to avoid a 20” waterline and a 10” pipeline; changes to the access drives for Premier Bank and Third Base Drive-thru, as part of right-of-way negotiations, and the enclosure of Amlosch Ditch across the BP Gas Station parcel.
