Bids approved for Oregon town center, road improvements

        Oregon City Council on Monday approved bids for Phase I of the Oregon Town Center and for the 2021 Roadway Improvement Program.
        Council awarded a $3.4 million bid to Mosser Construction, Fremont, for the Town Center project. Public Service Director Paul Roman said the bids for the project were very competitive.
        “We had eight bidders. Mosser Construction had the lowest and best bid,” he said. “They are a very good company. They came $1.4 million under our budget estimate. They’ll do a great job. We’re very confident in them.”
        Phase 1 will extend East Harbor Drive to Pickle Road, he said. “It’s a north-south alignment. It includes public utilities.”
        Oregon in the last few years has been acquiring property in an effort to create a downtown area. In 2017, council passed a resolution in support of designating a zoning overlay as the first step in creating a downtown area that would include retail, residential, an entertainment district, and open green spaces along Navarre Avenue. The overlay district covers areas at Isaac Streets Drive, Navarre Avenue, Coy, and Dustin and Pickle roads. The area totals 167 acres.
 
Roadway
         Council also awarded bids to several companies for the 2021 Roadway Improvement Program.
        “Multiple people are being awarded different parts of the project,” said Mayor Mike Seferian.
        Roman said there was also competitive bidding for this project.
        “There’s five contractors involved. All of them had the lowest and best bids for particular projects. We worked with all of these companies in the past. They all meet our best bid criteria. They are all good contractors,” said Roman.
        Bowers Asphalt & Paving, Inc., was awarded $173,474.50 to resurface Breakwater Drive, from Channel Street to the end; Channel Street, from Bay Shore Road to 2070 Channel Street; Haigh Street, from LaFrance Street to Channel Street; Byron Place, from Groll Drive to Glenross Boulevard; Groll Drive, from Drouillard Road to Woodville Road; Drouillard Road, from Woodville Road to the south corporation limit; Glenross Boulevard, from Drouillard Road to Woodville Road.
        Bowers Asphalt & Paving, Inc. was also awarded $186,378 to resurface Bleeker Street, from Wheeling Street to S. Berlin Avenue; Northvale Drive, from Wheeling Street to S. Berlin Avenue; S. Whittlesey Avenue, from Seaman Road to Starr Avenue.
        Bowers received $100,026 to resurface South Shore Boulevard, from Bay Shore Road to Ashcroft Drive; Danforth Lane, from Bay Shore Road to Ashcroft Drive; Grange Street, from Bay Shore Road to the end; Lilias Drive, from Bay Shore Road to the end.
        Kokosing Construction Company was awarded $286,024.50 to resurface Starr Extension, from S. Wynn Road to S. Stadium Road;
        Henry W. Bergman, Inc. was awarded $62,825 to do various pavement repairs on Brown Road, from Coy Road to S. Lallendorf Road; Navarre Avenue, from Coy Road to S. Lallendorf Road; Wynn Road, from Navarre Avenue to Pickle Road.
        Hillabrand & Sons was awarded $226,542.36 for site improvements for the West Municipal Complex. The company was also awarded $197,941.90 for utilities for a proposed street department building.
        Smith Paving & Excavating was awarded $29,437.50 for a recreation project for concrete at the batting cages. It was also awarded $63,508 to provide concrete for the water department yard.
        The total cost of all the projects is $1,326,157.76.
